Eurovignette: Everything you need to know to start 2025

What changes will there be with the Eurovignette in 2025? The Eurovignette is a toll system that affects heavy vehicles in several European countries. This 2025 is about to undergo significant changes in some of its member states. In fact, starting in January, some countries will implement new regulations that will directly impact HGV drivers and transport companies.

In this article, we will explore in detail the changes to the Eurovignette 2025 and the most relevant modifications that are about to come into force, with a special focus on Denmark’s abandonment of the Eurovignette and the adoption of a new mileage-based tolling system.

What is the Eurovignette?

The Eurovignette is a toll tax payable by heavy goods vehicles on freeways or expressways in some countries in Europe. Its main purpose is to finance the construction and maintenance of road infrastructure. Which countries are currently member states of the Eurovignette?

Currently, heavy trucks of 12 tons or more are required to purchase the Eurovignette before using roads subject to member country taxes. These are: Denmark, Luxembourg, the Netherlands and Sweden.

The Eurovignette is accepted in all countries, which means that the same system can be used in all of them. However, from January 1, 2025 Denmark will apply changes to its use.

Changes to the Eurovignette in 2025

Denmark will cease to be a member state of the Eurovignette from 2025, which means that drivers of heavy goods vehicles driving in Denmark from January onwards will have to adapt to the new per-kilometer toll system. This new toll system is considered to offer a more equitable distribution of costs and greater transparency in the setting of rates.

In Sweden, the Netherlands and Luxembourg, however, the Eurovignette will remain in place, although changes in tariffs and payment methods are possible. As a new feature, from March 2025 the vignette rate will be calculated on the basis of the CO2 class and the number of axles, and not on the basis of the Euro emission class as before.

It should be noted that Eurovignettes purchased in 2024 will remain valid for the entire period, even without specifying a CO2 class. It will be necessary to request a new Eurovignette for replacement when the expiration date has expired.

Denmark ceases to be a Eurovignette member state

Therefore, the Eurovignette will no longer be necessary in Denmark from December 31, 2024. From this date, the Danish country plans to replace it with a mileage-based road tax for heavy vehicles. In the other Eurovignette member states, which are Luxembourg, the Netherlands and Sweden, the Eurovignette will continue to be required for heavy goods vehicles. However, the calculation of the rates will be modified in some of them.

The Netherlands will change Eurovignette rates

In 2025, changes have been proposed to the Eurovignette tariff structure, based on CO2 emission classes, in addition to the EURO emission class and the number of axles. Prices will increase by 1.9% and the new rates are expected to finally come into effect from March 25, 2025. These changes in the Eurovignette seek to encourage the use of more efficient and less polluting vehicles, applying differentiated tariffs according to emissions.

Thus, motor vehicles will be classified into five CO2 emission classes: from emission class 1 (diesel trucks) to emission class 5 (zero emissions). A discount will be applied to CO2 emission classes 2 to 5.

The Eurovignette will therefore be mandatory in this country for motor vehicles over 12 tons. The vignette will expire as soon as the truck tax is introduced in the Netherlands, which is planned for mid-2026. On the other hand, motor vehicles between 3.5 and 12 tons are excluded from the Eurovignette.
